Because this 16th century Biscayan scholar was not only linked to his
home town, Bilbao, but also to the Peninsular and European cultural and
scientific enviroment of his age, with a wide knowledge of languages
and laws, as his two main works prove: De la angitua lengua, poblaciones y comarcas de las Españas and La Hidrografía.
